Employment and Labour

In Québec, several ministries and agencies are active in the employment and labour field. This field is governed by a number of laws that determine the general conditions under which firms and workers operate.

The ministère de l'Emploi et de la Solidarité sociale (MESS) provides direct services to businesses and workers. Meanwhile, job seekers can access a wide range of services provided by Emploi-Québec and its network of Local Employment Centres (LECs). Citizens who wish to become government employees must pass the competitive examinations conducted by the Secrétariat du Conseil du trésor, which handles recruiting. Institutions in the health and education networks and in the parapublic sector manage their own recruiting.

The ministère du Travail promotes the establishment and maintenance of harmonious relations between employers and employees.

Government Tools for Action

The following are two of the measures the Government of Québec has put in place to help workers and businesses:

The mobilization strategy "Tous pour l’emploi : une impulsion nouvelle avec les partenaires" is intended to help employers as they strive to adapt to new job market realities, as well as to increase the participation of a greater number of people from groups currently underrepresented in the labour market. That concerted approach will be implemented on several fronts to give the job market new momentum.

The Québec Parental Insurance Plan provides income replacement benefits to eligible parents at the birth or adoption of their child, thus promoting work-family balance.

Workforce Development

The ministère de l'Emploi et de la Solidarité sociale has the lead responsibility in various areas of employment and workforce.

The Ministry works together with national, regional and local partners, including the Labour Market Partners Commission and the regional councils of labour market partners, the workforce sectorial committees and local communities. It also works in close cooperation with various community organizations active in such areas as employment, poverty alleviation and rights advocacy.Top of page

Emploi-Québec

As an agency of the ministère de l'Emploi et de la Solidarité sociale, Emploi-Québec's mission is to promote employment and workforce development and to combat unemployment, exclusion and poverty. It provides universal labour market information along with employability assessment, job placement and front line services. Emploi-Québec also supports businesses in areas of human resource management and work organization.

Local Employment Centres

Emploi Québec’s network consists of some 150 local employment centres (LECs) and service points. The local employment centres provide services and resources to people requiring employment assistance or last resort financial assistance. They support employers in managing and developing human resources skills.

Placement Étudiant (student placement) is another service provided by Emploi-Québec. The Placement Étudiant website is aimed at students looking for work and public or private sector employers seeking to hire students.
